We often hear utilities note that they would love to be able to do DMAs or failure prediction, but only "when we have proper data", or "full coverage" or "the people/ resources to process the data", or something else to the same deferring effect. But water losses, I&I, pipeline deterioration, meter under-registration are serious problems that don't simply go away. The need to make the best decisions for the service and the infrastructure is here, today.

Yes, due to the way data systems have developed in the utilities, data often becomes an end in itself, distracting from the actual end goal. But it doesn't need to be like that.
