Configure water balance sectors on the fly

Water distribution networks rarely hold a fixed shape.

DMAs, virtual DMAs, and pressure zones get added, merged, or redrawn as systems grow, and in most environments, standing up a new sector or bringing a new city online for water balance purposes takes months of remodeling before it produces anything usable. Baseform configures DMAs, vDMAs, and pressure zones of any topology, organized in a role-based hierarchy from region to city to sector. New regions or cities can be added and go live in days, not months. Where SCADA and AMI both feed a sector, monitoring sharpens further, and sectors with unusually high pass-through are flagged automatically so validity issues surface before they distort the water balance.
